Somaliland’s Voter Registration Dispute Exposes a High-Stakes Battle Over the 2026 Elections. 

The ruling WADDANI party’s formal endorsement of the National Electoral Commission’s voter registration procedures has brought rare institutional clarity to Somaliland’s often turbulent electoral landscape. By backing the NEC’s decision to correct inaccuracies in the existing voter roll—rather than reopen the process entirely—WADDANI has positioned itself as a defender of legal continuity and electoral timeliness ahead of the parliamentary and local council elections scheduled for May 31, 2026.

The NEC’s ruling, issued earlier this week, lays out a nationwide update of the current voter registry and explicitly mandates the correction of errors. WADDANI argues that the move is firmly grounded in law, noting that the Commission is constitutionally empowered to determine electoral procedures.

In a statement welcoming the decision, the party emphasized its respect for the NEC’s independence and its commitment to ensuring elections proceed on schedule.

The endorsement stands in sharp contrast to the posture of key opposition parties, particularly KAAH, which has escalated calls for a full voter re-registration. Publicly, the opposition frames its demand as a fight against inaccuracies, missing names, and alleged duplication. Politically, the timing and substance of the demand raise deeper questions.

A full re-registration would cost an estimated $15 million—more than double the NEC’s proposed $7 million update—at a moment when Somaliland faces severe drought and lingering regional insecurity. Choosing the costliest option suggests more than administrative concern. It implies a willingness to strain public finances and divert attention from urgent national priorities, all while the new government is barely eight months into its mandate.

Critically, the push for re-registration coincides with internal vulnerabilities within the opposition itself. KAAH’s leadership is widely understood to be grappling with limited clan-based support and lingering fallout from previous political setbacks. Immediate elections under current conditions pose electoral risks; delay offers breathing room to rebuild alliances and reposition ahead of a vote they fear losing.

The strategy carries broader consequences. Engineering an electoral delay risks reopening debates over term extensions—historically a flashpoint for instability in Somaliland. It also threatens to demoralize parliamentary and local candidates across the opposition who have already invested time, money, and political capital preparing for elections expected next year.
