Somaliland’s $70 Million Airport Deal Signals UAE-Backed Power Shift in the Horn

From Berbera to Hargeisa, Abu Dhabi’s billions are turning Somaliland into East Africa’s rising fortress.

Somaliland has signed a $70 million agreement with International Maharat Investment Company to modernize Hargeisa’s Cigaal International Airport — The largest airport investment in the country’s history and the Horn of Africa’s balance of power is shifting fast.

The deal, announced at Dubai’s International Financial Center, marks only the beginning. It comes on top of the UAE’s $450 million modernization of Berbera Port and airport, the Berbera Corridor highway, and now a sweeping $3 billion plan for a railway into Ethiopia — a move that could turn Somaliland into the region’s premier trade corridor.

Civil Aviation Minister Fuad Ahmed Nuux hailed the project as “a milestone for connectivity and prosperity.”

The Military Edge

Alongside infrastructure, the UAE has pledged to train 15,000 Somaliland troops, police, and intelligence officers, while building a new joint naval base in Berbera. That base — perched at the mouth of the Red Sea — would give Abu Dhabi and Hargeisa control over one of the world’s busiest shipping lanes. Piracy, smuggling, and even regional militaries would all face a new power center.

This is no ordinary foreign investment package. It is a geopolitical alliance. The UAE has agreed to open a full embassy in Hargeisa, giving Somaliland its most significant diplomatic recognition to date. Eleven binding agreements and five MoUs already link the two nations in banking, agriculture, security, and logistics.

The Next Phase

With three new airports planned across Hargeisa, Borama, and Burco, plus the railway to Ethiopia, Somaliland’s economy could be transformed within the decade. At the same time, its defense architecture will be reshaped by Emirati funding, training, and technology.

The partnership is bigger than trade routes or military drills. It is the blueprint for Somaliland’s rise: economic muscle, military self-sufficiency, and global recognition stitched together under UAE patronage.

For decades, Somaliland has survived on resilience and defiance. Now, with Abu Dhabi’s billions, it is positioning itself not just as a survivor, but as a regional power broker. The Horn of Africa is about to look very different — and it will be painted in the colors of Hargeisa and Abu Dhabi.
