Protecting Undersea Cables Requires Faster Repair and Clear Responsibilities
Protecting undersea communications requires the ability to restore service as well as deter interference. Renewed reporting about threats to cables makes that recovery question urgent: who coordinates the response, what capacity is available and how long might essential connections remain disrupted?
Reuters reported on September 10 that Western officials described a Russian operation involving preparations to attack subsea cables that allied forces had thwarted. The operation occurred earlier; the report does not establish a new cable outage on its publication date.
Recovery is part of protection
The International Telecommunication Union’s 2026 advisory-body report places repair, risk reduction and geographic diversity among its central priorities. This provides a practical framework for evaluating resilience beyond the details of any alleged hostile operation.
A government can strengthen surveillance while still facing difficult recovery arrangements. The relevant public test is whether operators and authorities have agreed responsibilities and usable procedures before an incident occurs.
That includes identifying who can authorise work, how technical teams coordinate and whether alternative connections can sustain essential services. The objective is continuity for users, not simply a rapid statement that an incident is being investigated.
Delays can begin before a repair vessel moves
At the International Cable Protection Committee’s 2026 plenary, a presentation on repair data reported an average 23.4 days between notification and departure and a further 7.7 days in transit. Those averages describe the presented dataset; they are not a forecast for a particular fault or a claim that every affected service remains unavailable throughout.
The figures underline why readiness involves more than the physical repair. Administrative and logistical arrangements can influence how quickly work begins. At the February Porto summit, ITU and participating governments and organisations identified shortening repair times as a priority.
Exercises need practical results
Britain and Ireland announced in March that joint exercises addressing cable incidents would begin in September. That announcement establishes an intention; it does not by itself show which exercises have been completed or what they demonstrated.
The useful outcome would be clearer coordination and resolved weaknesses. An exercise that identifies a delay can be valuable if responsibility for fixing it is assigned and the correction is tested.
Hostile interference also should not displace attention from accidental damage and maintenance. ITU’s resilience guidance covers a broader range of risks than sabotage alone.
