Somalia’s Extremist Death Toll Signals Urgent Action Needed.

Somalia recorded 7,289 militant-related deaths in 2024—second only to the Sahel—highlighting a deepening crisis. Intensified clashes between al-Shabaab and Somali forces fueled this surge. Meanwhile, the Islamic State in Somalia (ISS) also claimed a deadly footprint in remote areas. Clearly, piecemeal responses won’t work.

Financial Power Fuels Militant Operations

Al-Shabaab earns up to $200 million yearly from extortion, smuggling, and “taxes” on local communities. Consequently, it funds drone attacks, land offensives, and piracy in the Gulf of Aden. By contrast, Somali security forces struggle to match its resources and reach. Targeting these revenue streams must rise to the top of any counterterrorism agenda.

Maritime Security under Threat

Since late 2023, militants hijacked ships and attacked vessels in the Bab el-Mandeb Strait. As a result, insurers raised premiums and some carriers bypassed the Suez Canal entirely. To reverse this, Somalia’s neighbors and international navies must coordinate patrols, share intelligence, and enforce safe corridors for global trade.

Rebuilding State Capacity to Undercut Insurgents

Long-term peace hinges on strong, accountable local governance. Militants fill gaps where the government fails to deliver services or security. Therefore, investments should focus on community policing, transparent local councils, and swift justice for crimes. Furthermore, inclusive political dialogue can undercut extremist narratives and give citizens a stake in stability.

A Multi-Pronged Strategy for Sustainable Security

First, choke off militant finances by disrupting smuggling routes and freezing assets abroad. Next, secure maritime lanes through joint patrols and legal frameworks. Then, reinforce Somali institutions with training, funding, and anti-corruption measures. Finally, tailor counter-radicalization programs to local contexts—distinguishing between al-Shabaab’s al-Qaeda ties and ISS’s ISIS links.

Somalia’s record death toll demands nothing less than a comprehensive, sustained campaign. Only by combining fiscal, military, political, and community-based solutions can the Horn of Africa break free from the cycle of extremist violence.
