Mogadishu’s Berbera-Base Warning Is a Political Claim That Demands Evidence

Mogadishu says Israel is planning a base in Berbera. Somaliland previously denied such an agreement. The gap between claim and evidence is now politically important.

A serious allegation without a disclosed agreement

Somalia’s President Hassan Sheikh Mohamud told Al Jazeera that his government would not accept an Israeli presence and alleged that Israel planned to establish a naval facility in Berbera and use its airport. He presented the issue as a challenge to Somalia’s territorial integrity and a pathway for importing Middle Eastern rivalry into the Horn of Africa.

The allegation is consequential, but it is not established fact. Somaliland rejected similar accusations in January, saying it had not agreed to host Israeli bases or resettle Palestinians. Later reporting confirmed security cooperation and training between Israel and Somaliland, while Somaliland’s defence minister denied talks on an Israeli base. No publicly available treaty, parliamentary authorization or detailed basing agreement has settled the matter.

Competing narratives are becoming strategic instruments

Mogadishu benefits diplomatically from portraying Somaliland’s Israeli relationship as a regional security threat rather than a bilateral recognition dispute. Hargeisa benefits from strategic ambiguity because international partners may value Berbera more if access remains possible. Israel also has reasons to avoid publicly defining the extent of cooperation while Red Sea tensions remain acute.

This ambiguity carries costs. It allows opponents to fill the information vacuum, raises the perceived threat to Berbera and leaves Somaliland’s public uncertain about commitments that could expose civilian infrastructure to retaliation.

If military access is being considered, Somaliland requires a transparent constitutional process defining who can negotiate, approve and review such an arrangement. Sensitive operational details can remain classified without hiding the legal basis, duration, financial obligations and sovereignty implications from Parliament.

The immediate story is not proof of an Israeli base. It is the absence of a trusted public framework for evaluating claims about Berbera. Somaliland should answer allegations with documents, law and clear institutional authority—not only denials. Strategic ambiguity may attract attention, but unmanaged ambiguity can also manufacture risk.
