Irro’s Biggest Foreign Policy Triumph Yet? Cabinet Unanimously Approves Israel Declaration

HARGEISA — Somaliland’s Council of Ministers has unanimously approved the Joint Declaration signed with Israel, marking a major milestone in the country’s foreign policy. The Cabinet also reviewed national security, economic reforms, public health, humanitarian challenges, and institutional governance during its 66th session.

The meeting was held at the Presidential Palace and chaired by President Abdirahman Mohamed Abdullahi (Irro) alongside Vice President Mohamed Ali Aw Abdi.

Cabinet Endorses Somaliland-Israel Joint Declaration

President Irro briefed ministers on his recent state visit to Israel, describing it as a significant diplomatic breakthrough that strengthened Somaliland’s international partnerships and advanced its national interests.

He outlined the strategic agreements reached during the visit and highlighted new opportunities for cooperation in areas including diplomacy, investment, technology, and development.

The Cabinet then reviewed the Joint Declaration signed in Jerusalem on June 15, 2026, by President Irro and the Prime Minister of Israel.

Following discussion, ministers unanimously approved the declaration by a show of hands, with no votes against it.

In accordance with Somaliland’s Constitution, the agreement will now be submitted to the country’s legislative bodies for formal ratification.

Security Remains Stable

The Minister of Internal Affairs and National Security reported that Somaliland’s overall security situation remains stable.

He said national security institutions continue to maintain public order across the country through close coordination with local communities.

The minister credited the continued partnership between security agencies and the public as a key factor behind Somaliland’s long-standing peace and stability.

Government Highlights Economic Reforms

The Minister of Finance and Economic Development updated the Cabinet on the implementation of the Goods and Services Tax (GST).

He said the ministry is expanding the national tax base while ensuring transparency, fairness, and accountability.

According to the minister, GST revenues are strengthening the national budget and helping finance essential public services while supporting long-term economic growth.

Health Improves as Humanitarian Needs Persist

The Minister of Health Development reported a decline in fever-related illnesses across Somaliland.

He attributed the improvement to expanded disease prevention campaigns and public awareness programs targeting malaria, dengue fever, and chikungunya.

Despite those gains, the Minister of Resettlement and Humanitarian Affairs warned that internally displaced families continue to face serious hardships.

The Cabinet called for faster humanitarian assistance, with priority given to food security, clean water, sanitation, healthcare, and education for displaced communities.

Cabinet Reviews Institutional Reforms

The Minister of Trade and Tourism presented proposals to clarify the responsibilities of government institutions involved in trade and economic regulation.

The recommendations seek to eliminate overlapping mandates, strengthen coordination among ministries, and improve government efficiency.

The minister also emphasized full implementation of Law No. 71/2025, which governs the organization of government and independent institutions.

Cabinet members reaffirmed that all public institutions must operate within their constitutional mandates while working closely together to improve governance and create a more efficient, business-friendly environment.

A Broader Strategic Agenda

The meeting reflected the government’s broader effort to combine diplomatic engagement with domestic reforms.

By approving the Somaliland-Israel Joint Declaration while advancing security, fiscal modernization, public health, humanitarian assistance, and institutional reform, the Cabinet signaled its intention to strengthen Somaliland’s international position and reinforce state institutions at home.
