Kabila’s Return Turns Congo’s Eastern Rebellion into a National Power Struggle
M23 gains a former president
Former Congolese president Joseph Kabila has launched the Front for the Refoundation of the Nation, a political-military coalition incorporating M23 and other forces opposed to President Félix Tshisekedi. Coalition representatives said it would pursue political change “by any means necessary,” including force.
M23 already controls significant territory in eastern Congo, including Goma and Bukavu. Kabila’s leadership potentially supplies the rebellion with national political credentials, elite networks and connections beyond the eastern battlefield.
A peace process loses its assumptions
US and Qatari mediation largely treated the crisis as a conflict among Kinshasa, Rwanda and an eastern armed movement. Kabila’s intervention changes that calculation. The rebellion can now present itself as an alternative national coalition rather than only a regional insurgency.
The Congolese government previously accused Kabila of collaborating with M23. He denies the allegations and describes legal action against him as political persecution.
WARYATV Assessment
The central danger is not simply another M23 offensive. It is fragmentation within Congo’s political and military establishment. Kabila governed for 18 years and may retain relationships among officers, business networks and provincial elites. Even limited defections could make the rebellion more difficult to contain.
The coalition also threatens Washington’s strategy of linking peace to Western investment in Congo’s copper, cobalt and tantalum. Investors cannot rely on mineral agreements signed in Kinshasa if transport corridors, border crossings or production areas remain controlled by an armed rival.
Kabila’s return converts eastern Congo from a mineral-security crisis into a possible contest over the state itself. Mediation must now address political succession and constitutional legitimacy alongside Rwanda’s role and M23’s territorial control.
